Synod PJC's Decision on Seattle Presbytery's "Per Capita Resolution"

In the comments under "General Discussion," the PJC stated:

"G-9.0404d and authoritative interpretations of the General Assembly interpreting this provision require each presbytery to pay its full per capita to the General Assembly. A presbytery may be excused from paying the full per capita if funds are not available in the presbytery. This rule does not give the presbytery the power to define 'available' as per se the exact amount of per capita designated by the churches in the presbytery. Therefore, we rescind the Resolution and leave to the Seattle Presbytery to determine whether it has funds available to pay its full per capita amount annually considering its financial resources."

In anticipation of this event, the Presbytery of Seattle created a fund called a "per capita escrow account" last year, in order to have the funds set aside should the resolution be overturned. I am requesting that our bookkeeper release those funds and pay any remainder due on Presbytery's 2007 per capita invoice.
